this report shows how corrupt OHRM and HR practices are inside the secretariat. Imagine if OIOS would spend one month at UNDESA. Just reviewing the cases of hundreds italians, chinese and koreans hired without any reason nor need. Millions are being spent in friends, family and most importantly in hiring cover agents and cover ops who are instead of doing UN job are all day building databases that no one know exist nor where they located.

At Knowledge Mngmnt Branch of DPADM the D1 chief of branch doesn't speak english and yet he managed as a total outsider (external candidate) to win the job. This chief can barely communicate basic needs let aside advise or formulate public policy.

Good job OIOS. If you really serious you should rather look at DESA's EO, its structure, promotion patterns and most importantly the failure of DESA HR and secretariat's OHRM to perform background checks on staffers who are employed at EO.

Background check? uau finally someone is serious about cleaning UN. If you come at Sust Dev Div and do a bckgrnd check, half of staff wont pass. Most have lost their files and many claim that they have the right education bckgrnd but who cares to check.

No one did background check on DESA's outposts in Rome and Seoul. Staffers there have no clue nor the valid background to be even employed by united nations

desa's mngmnt went ahead and gave permanent contracts to staffers who's file don't exist any longer who's background is shady these mgnrs dont care about united nations nor about the money they all treat their divisions as their own private kingdoms where directors can give or take your life at any given time

ePAS is a total failure since it doesn give staffers their ability to provide feedback on their managers. At UNDP I have heard they have this system of 360 degree where at least staffers can provide direct feedback about the management style and performance of heads of offices and organization.

what's new - yeah OIOS report looks strong but at end of the day Ban will be reelected and we will see even more koreans hanging around playing piano all day.

I don't know why you promote that former USG of OIOS - she destroyed the investigation function of OIOS and did what she was known for- promoting incompetence....Now she blames Ban Ki Moon for her lack of achievements....Her own country could not even recommend her to Annan when he selected her!!!
