korean or chinese mafia inside the UN HQs is well known and documented. all staff are aware of the hiring "process" that koreans go thru and their "qualities". there are hundreds of koreans who have joined the UN the last three years, you can find at least one korean in every UN field office and department.

i agree only inside the DPADM/DESA we have witness the process of awarding permanent contracts in which Elia Yi Armstrong was awarded a permanent contract despite the fact that she (a) is from 3 years "on-loan" to UNDP at a D1 position and (b) she didn't qualify in first place to have a permanent contract since she didn't have full 5 consecutive years in a "fix-term". the only quality Elia Yi Armstrong possessed was KOREAN NATIONALITY. Everyone ask the question how can an individual with a BA in Piano (Music) and an extensive experience as "Intern" can make it to become the Ethics Officer of UNDP or a Senior Governance Advisor at the UN???

why did Jose Manuel and John Kauzya deserved or qualified for permanent contract? Isn't a condition that in order to become a permanent contract holder one has to have an impeccable employment history for at least five years? Weren't Jose Manuel and John Kauzya mentioned in OIOS investigation on Greek Funding? Weren't they found guilty in both managing the project and misleading OIOS investigators ? So why do you only handpick on Elia Yi Armstrong and not mention these two?

I dont agree that this is only a DESA issue, you find such examples all over Secretariat. This is a result of Ban Ki Moon's failed leadership, and Department leadership appointed from him who are totally unqualified.
