USG Sha's reforms under way: major cuts on DPADM mandates

one of the so-called flagship products of corrupt Italian manager - Guido Bertucci, during his tenure at UN-DESA, was the Global Forum.

We learned that now the office of USG Sha Zukang, has decided to reform DPADM and refocus its mandate along with straightening up its objectives and expected results.

One area that will be suffering from the reform will be the discontinuing of the Global Forum. Staffers at 23rd floor, who doesn't want to identify themselves are already talking about substantial cuts in DPADM, as well as re-shuffling of its offices/brunches.

An official request from EO has been sent to OHRM across the street to request that two posts (D1 + D2) currently with DPADM be shift at the Executive Office of USG Sha.

Meanwhile, at DPADM the residual clan of Bertucci, are trying hard to counter-power Qian (OIC) and manage to bring inside the DPADM, Italian staffers who should protect the interests of the outgoing Director.

It's a real shame though that while USG Sha tries hard to bring some needed changes inside DESA, Catherine Pelluso and Furio De Tomassi, are instead in hurry approving extension of contracts for Bertucci's people.

Reform DESA call upon all the staff inside DESA to report and raise their voices against these corrupt activities of Catherine Pelluso and Furio De tomassi, there cannot be any reform inside DESA if we are not able to clean-up DESA from the corrupt, ignorant and totally unprofessional staffers that Guido Bertucci, Patrizio Civili, Catherine Pelluso and Furio De Tomassi have put in place.

We should bring back to DESA the good name, and quality people who are capable to provide substantial qualitative advise to governments and members states around the world.

Watch out, the D2 and D1 posts that are slated to be shifted to USG Mr. Sha's office are meant to be given to Mr. Zaitsev who is currently a D1 and Ms. Oveissi, currently a P5, aspiring to be D1. They have been trying this for years, failed so far. They are simply taking advantage of Bertucci scandal and Sha's innocence to steal positions from DPADM to help themselves to the next respective higher level. This has nothing to do DESA/DPADM reform. These two members who are at the helm of current "reform" efforts are as much responsible for mafeasance in DESA as anyone else in the department. Moreover, an elementary knowledge of management will tell you that for the sins of a Director, the Division itself does not have to be punished - this does not make any sense. Who made this decision? How transparent this decision has been? DPADM's works are guided by the UN Committee of Experts on Public Administration. Were they or at least the Chairperson of the Committee, Ms. Jocelyne Bourgon, a world class public administration expert and former Canadain Ambassador to OECD, was she consulted? Does not this highlight Mr. Sha's total inexperience or naiveity in the handling of reform issues of a multlateral global organization such as DESA? Where is the element of accountability and transparency in DESA reform exercise?

DESA is rotten from within. Any attempt to reform from within will simply spread that rot. What is needed is a high powered committee, made up of external experts, review and assess its current malaise and make objective and rational recommendations, just not for DPADM but for the entire Department, especially its technical cooperation wing. Sooner Secretary Genera's attention is drawn to it, better it is.
